自2019年11月30日起，以下4项内包含的产品将必须在SABER电子操作平台上进行注册并获取Product CoC和Shipment CoC，届时，相关产品如未在SABER平台进行注册，将无法清关：

1) 纺织品产品的技术法规/Technical Regulation of Textile Products;

2) 挂车及半挂车的技术法规/Technical Regulation for Trailers and Semi-Trailers;

3) 清洁剂的技术法规/Technical Regulation for Detergents;

4) 光伏电池的技术法规/Technical Regulation for Photovoltaic Cells

针对以上通知，自2019年11月30日起，将停止经过CQC产品认证业务办理系统为上述产品签发符合性证书CoC，11月30日之前签发的CoC仅被允许在2019年12月15日之前使用。

重要提示：以下技术法规覆盖的产品已开始强制执行SABER电子平台注册：

2) 海湾儿童玩具技术法规/GCC Technical Regulation on Children Toys; （2019.4.1开始）

3) 海湾低电压电器设备技术法规/GCC Technical Regulation for Low Voltage Electrical Equipment and Appliances; （2019.4.1开始）

4) 润滑油技术法规/Technical Regulation for Lubricating Oils; （2019.4.1开始）

5) 建筑设施用电梯的技术法规/Technical Regulations For elevators used in buildings and installations; （2019.6.15开始）

6) 建筑材料，第一部分：建筑金属及合金材料/Technical Regulation for Building Materials- part I: Metals and their Alloys for constructions and buildings; （2019.6.15开始）

7) 建筑材料，第二部分：建筑保温材料及覆盖材料/Technical Regulation for Building Materials - Part II: Insulating and Cladding Materials for Buildings; （2019.6.15开始）

8) 建筑材料，第三部分：水硬性胶凝材料及相关产品/Technical Regulations Building Materials - III Hydraulic links and related products; （2019.6.15开始）

12) 可降解塑料产品的技术法规/Technical Regulation for Degradable Plastic Products; （2019.8.1开始）

13) 电池的技术法规/Technical Regulation for Electrical Batteries; （2019.8.1开始）

14) 油漆（涂料）和清漆的技术法规/Technical Regulation for Paint (Dyes) and Varnishes; （2019.8.1开始）

15) 汽车零部件的技术法规/Technical Regulation for Auto Spare Parts; （2019.11.1开始）

16) 个人防护用设备和服装的技术法规/Technical Regulation for personal protective equipment and clothing; （2019.11.1开始）

认证流程：

1. 第一阶段：沙特阿拉伯本地进口商在SABER平台对产品进行注册，并提交Product CoC申请；

2. 第二阶段：在取得Product CoC之后，针对每批次货物，沙特阿拉伯本地进口商需在SABER系统中上传信息，经认证机构审核通过后获取Shipment CoC。
